I have the honour to forward herewith a short memorandum which I have drawn up on the Foreign Trade of Yunnan and Kwangsi which passed through Tonkin during the year 1905.

I am forwarding copies of this despatch to His Excellency the Governor of Hongkong, to His Majesty's Minister at Pekin, to His Majesty's Consul-General at Yunnanfu and to His Majesty's Consul at Wuchow.
